JTI Philippines Eyes Expansion into RRP Manufacturing for Export

Japan Tobacco International (JTI) Philippines said it is exploring plans to expand its manufacturing operations in Batangas to include reduced-risk products (RRPs), with an eye on exporting to more markets across the Asia-Pacific region and beyond.

Currently, JTI’s facility in Malvar, Batangas, produces traditional cigarettes for at least 17 countries, mostly in Asia, according to General Manager Guilherme Silva. As demand for alternatives to combustible cigarettes rises, Silva confirmed JTI is considering producing RRPs—such as heated-tobacco products—at the Philippine facility.

“It’s a factory that has a huge footprint, but also that still has a lot of space to be increased,” Silva said. “These new categories of RRPs are becoming more and more important, not only in the Philippines but also across different markets in the Asia-Pacific region. We’re definitely exploring which of these categories [we could] produce from the Philippines, [and how we can] export them.”

Last year, the company introduced its heated-tobacco device Ploom X Advanced to the Philippine market, mirroring its success in Japan. While current production of Ploom’s tobacco sticks remains in Japan and Poland, JTI has signaled openness to expanding manufacturing based on market growth.

JT Launches Ploom AURA in Japan

Japan Tobacco Inc. launched its next-generation heated-tobacco device today (May 27) in Japan, the Ploom AURA. The device will initially be available in its Ploom stores and CLUB JT online shop. In parallel, JT Group will roll out EVO, its exclusive and premium heated tobacco sticks, “to complement Ploom AURA and provide adult consumers with the latest and most technologically advanced propositions in the heated tobacco segment,” according to the company. A nationwide launch of Ploom AURA and EVO will start on July 1 in convenience stores and tobacco retail shops, and will roll out globally in the near future.

“In the reduced-risk products [RRP] category, we are focusing on providing adult consumers with quality products, rooted in technology, consumer insights, and experience, and I truly believe Ploom AURA embraces all these aspects and more,” said Takehiko Tsutsui, executive vice president of RRPs.

JT Group said it will continue to prioritize investments in the heated tobacco sticks segment through 2027, and will be investing 650 billion yen ($4.5 billion) in RRP, much for the Ploom AURA and its launch.

“The RRP category is reshaping the global tobacco landscape, and I am confident that Ploom AURA and EVO will play key roles in supporting JT Group’s ambition of reaching mid-teens share in the HTS segment by 2028,” said Tsutsui.

Japan Tobacco Investing Heavy on RRPs

Japan Tobacco Group, the parent company of Japan Tobacco International (JTI), announced that it will be investing 450 billion yen (USD $3 billion) on reduced-risk products (RRPs) by the end of 2026. The parent company is based in Tokyo and invests in various fields including pharmaceuticals and foods, while JTI is based in Switzerland.

“One of our ambitions is to recoup by 2028 our investments in RRPs and reach profitability,” said Kazuhito Sumimoto, JT investor and media relations vice president, who noted the investment covers capital expenditures, sales promotions, and research and development.

This investment stands on the shoulders of JTI’s 2021 launch of Ploom X—the latest generation of its heated tobacco product line designed to meet the changing needs of smokers.

“The geo-expansion of Ploom, our investment priority, has now reached 23 markets, and in Japan, the largest Ploom market, we continued to gain share in this segment, reaching 11.8 percent quarter-to-date,” said Masamichi Terabatake, JT Group’s president and chief executive officer, who added that Ploom’s overall sales grew 40% in the third quarter of 2024

JT investor and media relations director Ichiro Kawai said the company expects combustibles to decline 2% by 2035, but heated tobacco products to rise by 8%.

It took two years for Ploom X to expand to 12 markets outside of Japan, including being introduced in the Philippines in November 2024. Its success in the Philippines gives JTI momentum and confidence that it can reach its goal of being in 40 global markets by 2026.
